mPhase Technologies Inc. (XDSL), said Thursday it signed a three-year Cooperative Research and Development Agreement (CRADA) for scalable smart reserve cell technologies with the  Army Armament Research, Development, and Engineering Center (ARDEC) at Picatinny Arsenal, N. .J.
