The Department of Homeland Security shelled out $19.9 billion in prime contracts during FY ’11, with shipbuilder Huntington Ingalls Industries [HII] receiving $1.1 billion of that due to receiving separate contracts for the construction of two National Security Cutters for the Coast Guard.

Huntington Ingalls far outpaced the second biggest recipient of prime contract awards, CSC [CSC], which received nearly $506 million for information technology and professional services spread among various agencies with the Transportation Security Administration (TSA) the largest customer, primarily for the Information Technology Infrastructure Program.

IBM [IBM], which held the top spot the previous two fiscal years, follows CSC in FY ’11. IBM’s largest customer within DHS is Customs and Border Protection followed by Citizenship and Immigration Services.

All told, according to data hosted on USAspending.gov, DHS awarded $19.9 billion in prime contract awards in FY ’11. That number is way up over the $13.5 billion obligated in FY ’10, but includes $6.8 billion from the Federal Emergency Management Agency (TR2, Feb. 16, 2011).

Excluding the FEMA awards, which include various grants to major urban homeland security offices such as Los Angeles and New York, DHS let $13.1 billion in prime contracts, down from a year ago.

After FEMA, the Coast Guard let the next largest sums of money, $3.8 billion followed by the Office of the Secretary within DHS, $2.8 billion. CBP let $2 billion and TSA $1.9 billion.
