TSA Awards Battelle $2.5M for Continued Testing Support
The Transportation Security Administration on Dec. 21, 2021 awarded Battelle Memorial Institute a potential $2.5 million interim contract to continue providing Acceptance Testing Support Services (ATSS) and Integrated Testing Support Services (ITSS) while the Government Accountability Office considered the company’s protest of the agency’s awards to different vendors following recompetes of the contracts. On Sept. 28, TSA awarded Science Applications International Corp. the ATSS contract and Analytical Services and Materials, Inc. the ITSS contract. The values of the awards were redacted and Battelle filed its protests on Oct. 12, which was followed by stop work orders to the two winning bidders. GAO in early January rejected Battelle’s ATSS protest. TSA on Jan. 31 disclosed its interim award to Battelle, saying the stop work orders have halted the testing support and caused the agency to stop deployments of transportation security equipment. The GAO’s decision shows that Battelle bid $81.8 million, another vendor $45.7 million, and SAIC $40.9 million for the ATSS contract.
