Cruz Associates Inc.,* Yorktown, Virginia, is awarded a $20,827,861 cost-plus-fixed fee contract for manufacturing and technical expertise services in all areas relative to energetics development. This contract includes options which, if exercised, would bring the cumulative value of this contract to $60,911,615. Work will be performed at Naval Surface Warfare Center (NSWC) Indian Head (IHD) at Indian Head, Maryland (98%); and detachment Naval Weapons Station (NWS) Yorktown, Yorktown, Virginia (2%), and is expected to be completed by February 2026. If all options are exercised, work will continue through August 2027. Fiscal 2025 Working Capital Fund in the amount of $20,827,861 will be obligated at time of award, and will not expire at the end of the current fiscal year. This contract was not competitively procured, in accordance with 10 U.S. Code 3204(a)(1) (only one responsible source and no other supplies or services will satisfy agency requirements.
