The Defense Department awarded Octo Consulting Group a $34 million fixed price per sprint agile development contract to support the National Geospatial-Intelligence Agency’s (NGA) IT Services Directorate, the company said Dec. 1.
The contract is to last for over five years and calls for Octo to provide software engineering, infrastructure, as well as operations and sustainment support to the NGA’s Agile Web Presence (AWP) program. The fixed price per spring vehicle is innovative for the AWP program and the federal government, the company said. The contract emphasizes the purchase of development capacity instead of typical delivery against finite, fixed requirements.
“This flexibility affords NGA greater efficiency, cost savings and ensures deliverables that meet mission requirements,” Octo said in a statement.
“This type of contract structure allows NGA to see what it is paying for as progress is made, ensuring that the deliverables meet the needs of the agency and fulfill its mission requirements,” Mehul Sanghani, Octo CEO and founder, said in a statement.
“We wouldn’t be surprised if more agencies look towards this approach moving forward as they seek ways to reduce wasteful spending and keep both agencies and contractors on the same page on critical projects,” Sanghani added.
The AWP program aims to develop and sustain the NGA’s internal and external web presences, including the agency’s .mil websites and NGA websites on both the unclassified and classified networks.
Octo said it stood up a development environment using Amazon GovCloud, Amazon’s [AMZN] secure cloud infrastructure. This environment “gives the team access to tools, data, and applications needed to build new capabilities for NGA customers from anywhere, while easing future integration and deployment as well as offering greater scalability and resilience,” the company said.
Octo has been working with the intelligence community on software engineering and visual design since 2010.
