Progeny Systems LLC, Manassas, Virginia, is awarded a $30,944,470 cost-plus-incentive-fee and cost-plus-fixed-fee contract for engineering design development, Navy equipment, and supporting material and travel procurements. This contract includes options which, if exercised, would bring the cumulative value of this contract to $82,880,849. Work will be performed in Manassas, Virginia (85%); and Charleroi, Pennsylvania (15%), and is expected to be completed by July 2026. If all options are exercised, work will continue through January 2031. Fiscal 2024 shipbuilding and conversion (Navy) funds, in the amount of $4,972,107 (37%); fiscal 2021 shipbuilding and conversion (Navy) funds, in the amount of $4,177,588 (31%); fiscal 2022 shipbuilding and conversion (Navy) funds, in the amount of $2,088,795 (16%); and fiscal 2020 shipbuilding and conversion (Navy) funds in the amount $2,088,794(16%), will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) (only one responsible source and no other supplies or services will satisfy agency requirements).
