Michael Gilmore, President Obama's nominee to be the chief Pentagon weapons system tester, told senators the Ground-based Midcourse Defense system should have to provide not just confidence, but "a high degree of confidence" that it will work. He also said that GMD testing needs to be more "rigorous and operationally realistic."
