The Air Force will hold a “full and open” competition for the replacement of the entire UH-1N helicopter fleet, according to service spokesman Maj. Robert Leese.
The late Wednesday announcement is important as Air Force brass wanted to not only procure nuclear mission UH-1Ns without competition, but also accelerate the buy of these aircraft (Defense Daily, March 28). Leese, in a statement, said the Air Force proposed an immediate reprogramming action based on a request from U.S. Strategic Command (USSTRATCOM) chief Navy Adm. Cecil Haney to accelerate the UH-1N replacement effort.
However, Leese said, after thorough review, the Air Force remains committed to an competitive acquisition approach, as reflected in the fiscal year 2017 budget request. Leese said the Air Force has taken multiple steps to mitigate shortfalls in mission requirements to enhance the readiness and security of the United States’ nuclear deterrent.
The announcement is a defeat for Lockheed Martin [LMT]-unit Sikorsky, whose Black Hawk helicopter was believed to be the Air Force’s choice for procuring without competition for the nuclear mission. The announcement is a victory for AgustaWestland of Leonardo, formerly known as Finmeccanica; Airbus and Bell Helicopter Textron [TXT] as it would provide another avenue for additional Defense Department business.
