Rep. Ken Calvert (R-Calif.), chairman of the House Appropriations defense subcommittee, heavily criticized Secretary of the Navy Carlos Del Toro about significant cost overruns and delays in submarine and ship programs during a closed classified hearing on Sept. 19. According to a released written opening statement, Calvert argued, “these programs are in crisis. Without exception, they are falling behind. Increasingly, they are over budget.
