*President Bush has signed Homeland Security Presidential Directive (HSPD) 24 which establishes a framework for improved coordination between federal departments and agencies for the use and sharing of biometric capabilities and data to identify and screen terrorists and other persons who may pose a threat to national security. An action plan for the implementation of the directive is due within 90 days and will include the necessary "business processes, technological capabilities, legal authorities, and research and development efforts."
