
The detailed spending bill Congress released Monday night generally preserves military procurement in fiscal year 2014, adding billions of dollars to Navy shipbuilding but slightly reducing the Joint Strike Fighter and V-22 Osprey programs and cutting almost all the Army’s funding for the Ground Combat Vehicle.
