Goodbye Brogan. Col. Frank Kelley is the new commander of Marine Corps Systems Command (MCSC), after talking the helm from Brig. Gen. Michael Brogan earlier this month. "For Marine Corps Systems Command, our mission is not going to change," Kelley says. "I don’t see a wholesale reorganization on the horizon." He is expected to be promoted to brigadier general in the coming weeks. Kelley most recently served as MCSC’s chief of staff. He holds a degree in aeronautical and aerospace engineering from the University of Notre Dame. He spent much of his early career flying and serving with Marine Corps air squadrons and air groups. He also attended the Marine Corps War College and taught at the Command and Staff College. Kelley’s past roles include military assistant to the assistant secretary of the Navy for research, development, and acquisition and MCSC’s program manager for training systems. Brogan now is commanding general of Training Command.
