GSA Adds $9M to ICF Network Defense and Cyber Security Contract

ICF International [ICFI] has received a $9 million modification from the General Service Administration (GSA) to increase the ceiling value of a cyber security contract to $52.3 million. The new task order is for network defense and cyber security and is for five months and includes two one-month options. The contract was originally with Jacob & Sundstrom, which ICF acquired in 2009. ICF currently provides network defense and cyber security services to Army Research Laboratory scientists and engineers at the Adelphi Laboratory Center, Aberdeen Proving Ground, and Research Triangle Park. The services include network defense analysis, system and database management, software development, systems scanning, remediation and vulnerability analysis, threat analysis, information assurance management support, certification and accreditation activities support, and business analytics. A competitive follow-on contract is expected to provide the services after the extension is up. In justifying the extension until a follow-on competition can be completed, the GSA says that ARL would lose access to raw data collected from real-time network traffic used for cyber defense research and development efforts, which would mean that all evidence of the latest threats being perpetrated by hostiles against DoD would be lost, and development of new intrusion detection tools and techniques to combat cyber adversaries would be impossible.

Coast Guard Purchases Unisys Secure USB Devices for Mobile Connectivity

The Coast Guard has bought 100 units of a secure USB system from Unisys [UIS] to allow its mobile workers to securely access agency networks and data while traveling and between deployments. The Unisys Stealth Solution for Secure Virtual Terminal (SSVT) helps combines the company’s Stealth Solution for Network with a customized, dedicated and portable federal government-certified USB device. Users plug the SSVT into the USB ports of their laptop or mobile devices to securely boot up and establish network connections with an enterprise network. The recent purchase is part of an extended pilot project. Unisys says that SSVT devices can allow Coast Guard reservists to work remotely and keep up with their active-duty applications between their weekend and two-week duties. The devices can also cut costs compared to the service’s traditional use of virtual private networks combined with smart cards for remote access.

TSA Extends Several Private Screening Contracts

The Transportation Security Administration (TSA) has awarded over $7 million in contract extensions to three companies for continued private screening services under the Screening Partnership Program. McNeil Security received $5.4 million to continue providing security screening services at Greater Rochester (N.Y.) International Airport. Raytheon’s [RTN] Technical Services segment received $1.5 million to continue providing screening services at Key West (Fla.) International Airport and Trinity Technology Group received $310,000 to continue providing similar services at Tupelo (Miss.) Regional Airport. The five-month contract extensions run through May 2012.
