Slow Progress. National Foreign Trade Council President William Reinsch says he’s optimistic that progress will be made with Section 38(f) of the Arms Export Control Act, but that it will “probably” take the full year to play out since the White House and Congress “aren’t ready.” Section 38(f) says that any item which the president proposes to remove from the Munitions List must first be reviewed by the House Foreign Affairs Committee and Senate Foreign Relations Committees. But political squabbling between the White House and Congress is holding up progress. “The Administration seems to make a point of trying to fight with Congress on a range of issues and accuse them of not doing their job. I’ve told them that this is not an issue that falls neatly into that category,” Reinsch says.
