The Canadian Department of National Defense is embarking on an organization wide, five year–2013-2018–Defense Renewal plan to ensure the best military capabilities at the best value by transforming major business processes.

The Defense Renewal effort includes military and civilian personnel aiming “to minimize inefficiency, streamline business processes and maximize operational results,” said a background paper released Oct. 7.

The work will be guided by a Defense Renewal Charter, with an overview of the roadmap, and a Defense Renewal Plan that outlines a common set of actions, activities roles and responsibilities for the whole defense team.

The charter and plan have two categories: performance and organizational practice, the background information said.  Each of the categories have sub-themes.

Performance has six major themes with 22 initiatives stemming from the themes. The major themes are: operations and training; maintenance and materiel; information management and technology; infrastructure; personnel; and management systems.

Organizational practices have three major themes, with eight separate initiatives. The major themes are strategic clarity; disciplined business execution; and openness and trust.

The DND background information said that a comprehensive performance measurement would be put in place to assess improvements, guide resource allocation and ensure accountability. Continuous improvement is expected to become a permanent feature of the defense business culture and processes.
