Coast Guard Seeks Communications Management System for Polar Security Cutter

The Coast Guard says it plans to issue a competitive solicitation for a Communication Management System (CMS) for the Polar Security Cutter. The estimated value of the award is between $10 million and $20 million. The CMS is a system that consolidates and centralizes multiple radio communication suites into one common user interface. CWMD Office Issues Draft RFP for Personal Radiation Detectors

DHS Issues RFP under BAA for X-Ray Radiography

The Department of Homeland Security Countering Weapons of Mass Destruction Office has issued a Request for Proposal (RFP) under an existing Open Broad Agency Announcement (BAA) seeking research proposals to develop and evaluate perovskite and or ceramic-based materials for use in X-Ray radiography. The solicitation says that perovskite-based and ceramic-based materials have shown promise to perform as well as the state-of-the-art but at a lower cost or perform better than the state-of-the-art at a similar or lower cost. CWMD Office Seeks Alternative Techs for Detecting Biological Agents

The Department of Homeland Security Countering Weapons of Mass Destruction Office has issued a Request for Proposal (RFP) under an existing Open Broad Agency Announcement for alternative technologies to detect biological agents in aerosol. The RFP says that currently the most advanced technology being used for detecting biological agents in aerosol is based on fluorescence and Raman spectroscopy, which it says is very weak, requiring sensitive and highly optimized instrumentation for detection. It also says Raman cannot identify specific biowarfare agents in the presence of other fluorescence emitting biological agents such as pollen grains, dust particles, and common fungal spores in aerosol. CWMD Office Issues RFP for Biothreat Sensor using Fluid-Based Mechanisms

The Department of Homeland Security Countering Weapons of Mass Destruction Office has issued a Request for Proposal (RFP) under an existing Open Broad Agency Announcement seeking vendors for “Near Real-Time Biothreat Sensor Using Fluid-Based Mechanisms.” DHS says operators encounter ever-changing mission locations and environment sand need a capability to alert them to potential biological hazards as quickly as possible. It says current biodetection capabilities are unable to provide near real-time detection and identification of biothreat agents. The availability of such a mechanism would provide operators with the ability to detect4 and identify biological agents without collection and retrieving samples for analysis in a laboratory. Under the RFP, DHS says the near real-time biothreat sensor is expected to have an automatic fluid-based mechanism that can capture aerosol particles without human involvement, the ability to identify and count biological and non-biological agents in the aerosol in near real-time without human involvement, the ability to identify biowarfare agents using antibody/peptide/any other appropriate reagent, and the appropriate algorithm to report specific biological particle names and counts. DHS CWMD Solicits Photofission Nuclear Data for Active Interrogation

The Department of Homeland Security Countering Weapons of Mass Destruction Office has issued a solicitation under an existing Open Broad Agency Announcement for “Photofission Nuclear Data for Active Interrogation.” The office seeks proposals for collecting data on photofission for Uranium-235, Uranium-238, and Plutonium 239 at relevant X-Ray energies to improve nuclear data for photofission cross sections, angular distribution, and energy spectra. The improved data will be submitted to relevant databases to improve modeling capabilities for DHS application and to provide better nuclear data for the broader nuclear community.
