CBP Seeks Comments on Draft Requirements for Multi-Energy Drive-Through Portal
Customs and Border Protection is seeking industry feedback on a draft requirements and statement of work for the acquisition of non-intrusive inspection (NII) multi-energy portals (MEPs). CBP says it has an immediate need to inspect vehicles and cargo for illegal contraband, including drugs and terrorist weapons, using systems that allow commercial vehicles to be driven through the NII system with the driver and occupants still inside. The agency wants a system that can scan the vehicle cabin at low energy levels and scan at a higher energy level for greater penetration and detailed images of the cargo, allowing operators to quickly identify contraband such as drugs, currency, explosives and weapon hidden in both the cabin and cargo areas. TSA Releases Draft Work Statements for Checkpoint, Checked Baggage Security Equipment Services
The Transportation Security Administration has released draft statements of work (SOW) for two service contracts, one for checkpoint security equipment and the other for checked baggage screening equipment. Under the checkpoint deployment services effort, TSA is seeking help for project management, site surveys and engineering, equipment installation, and support of operational upgrades. TSA says that over the next five to six years, it expects to replace or upgrade about 2,200 Advanced Technology X-Ray systems, 1,000 Advanced Imaging Technology systems, 5,000 explosives trace detectors, and 1,600 bottled liquid scanners. For the checked baggage services, TSA seeks help with on-site coordination and oversight, execution of screening equipment installations and removals, design support and site preparation. The draft SOW says it expects the level of effort to be similar to that of previous years. Inline installations and de-installations respectively of explosives detection systems (EDS) over the past five years included 91 and 193 in FY ’15, 107 and 148 in FY ’16, 85 and 127 in FY ’17, 57 and 40 in FY ’18, and 34 and 20 in FY ’19. TSA Issues RFI for Recruitment, Assessments, Pre-Hire and Promotion Services
The Transportation Security Administration issued a Request for Information (RFI) to conduct market research to identify capabilities and potential sources to satisfy its Personnel Future Program (PFP) Recruitment, Assessments, Pre-Hire and Promotion (RAHP) requirements and to gather information from industry on potential related mission solutions. TSA’s PFP program supports its human capital in providing comprehensive end-to-end, integrated, and automated human capital services and capabilities for the agency’s geographically dispersed workforce of about 65,000 employees. The RAHP effort will support the Human Capital Office’s mission to recruit, hire, and maintain the agency’s workforce. The current recruitment and hiring contract was awarded to Accenture in Aug. 2016 and the current Assessment Platform contract was awarded to PSI Services in Nov. 2015.
