*Lockheed Martin [LMT] won a potential $1.2 billion contract from the Transportation Security Administration (TSA) to provide human resources support to the agency’s Office of Human Capital for a period of up to eight and one-half years under the Integrated Hiring Options and Personnel Program. Moreover, the contract has the flexibility, and a ceiling value of $3 billion, allowing the Department of Homeland Security headquarters to use Lockheed Martin’s human resource services to meet surge requirements. General Dynamics [GD] provides human capital services to DHS headquarters under a separate contract. Lockheed Martin’s contract begins with a six month transition followed by a one-year base period. TSA then has the option to renew the contract for up to seven more years. Lockheed Martin will be replacing three contractors who currently perform the HR work for TSA: Accenture [CAN]; CPS Human Resource Services; and TKC/Avue.

*TSA has certified and is deploying three new canine teams to enhance explosives detection capabilities at Dulles International Airport’s air cargo facilities. “The three new TSA teams provide flexibility in searching air cargo and the ability to surge resources to other areas when necessary,” says John Lenihan, TSA’s federal security director for Dulles. The certification and deployment is part of a larger effort by TSA to train and deploy 400 explosives detection canine teams, which consist of a handler and a dog, for use at airports and mass transit systems.

*The Department of Homeland Security plans to award a contract to The Conference Board, a global non-profit business membership and research organization, a contract to perform research relating to cyber and physical protection. As part of the 12 month effort, DHS will receive two in-depth research reports on security awareness for corporate executives, which will provide a comprehensive cross-section of knowledge on corporate practices and trends in security awareness and business community issues to include the use of various data gathering tools such as surveys, interviews, and case studies addressing and documenting corporate behavior towards incorporating security as a business issue. The project will also result in action reports to promote awareness of themes and trends to senior business executives.
