The Department of Homeland Security’s (DHS) Science & Technology (S&T) Directorate has issued a Request for Information (RFI) related to the development of a working concept for an affordable communication system that provides first responders with resilient and durable communications after an event responsible for the loss or serious degradation of existing communications systems. Some of the goals of the First Responder Reliable Link program include the demonstration of technologies that: in the non-deployed state, must not be affected by the event that caused the loss, degradation or disruption of emergency response communications systems; be operationally sustainable for extended periods of time in the aftermath of an incident; provide appropriate levels of security throughout the system; be backward capable to existing technologies and capable of supporting emerging and future technologies; support interoperability with existing federal, state, local and tribal nation emergency communications systems; and provide connectivity outside the affected region.
