The U.S. Navy is launching an industry competition to provide command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) installation services for surface ships and submarines.

According to an “Afloat Global C4ISR” pre-solicitation notice posted online last week, the Navy intends to award multiple contracts lasting up to 10 years. Each contract will have a base period of five years and an option for five more years.

Space and Naval Warfare Systems Command (SPAWAR) has scheduled a Feb. 22 industry day to provide more details about its upcoming final request for proposals.

The Navy considers the contracts to be a follow-on to the Global C4ISR Installation Multiple Award Contract (GIC), whose awardees included AMSEC [HII], Honeywell [HON] Technology Solutions/KBRWyle [KBR], Lockheed Martin [LMT]/Leidos [LDOS], M.C. Dean, Serco [SRP] and VT Milcom [VTG].

The Afloat C4ISR effort is separate from the Navy’s ongoing Next Generation Enterprise Network-Recompete (NGEN-R), which plans to award two contracts in 2018 to continue to manage the shore-based Navy Marine Corps Intranet.
