The Council of the European Union Dec. 9 said it sees the need to turn the financial crisis into an opportunity for a new impetus to European military capability development.
In solutions adopted after its most recent meeting the council said it sees cooperation as a force multiplier, encouraging member states to exchange information and become more transparent on defense budget cuts.
Such cooperation in capability development is particularly needed to develop “pooling and sharing options,” the council said, building on successful models such as the European Air Transport Command that launched in September.
Additionally, the council said existing bilateral and multilateral initiatives and agreements such as the recent United Kingdom-France Defence Cooperation Treaty could not only contribute to improving European defense capabilities but also could stimulate more such cooperation among states.
The council also said there is a need to continue to develop cooperation with NATO in areas improving military capability, highlighting inclusiveness and decision making autonomy. The council particularly welcomed progress in Counter-IED and medical support, essential protection and sustainment areas.
