The Defense Information Systems Agency (DISA) announced June 20 a multiple award indefinite delivery/indefinite quantity (IDIQ) contract worth upward of $137 million to large and small business pools to provide electromagnetic spectrum (EMS) services for the Defense Spectrum Organization (DSO).

The contract provides operational (embedded and technical reach back) Electromagnetic Environmental Effects (E3) and spectrum engineering, strategic spectrum planning, and research and analysis of emerging spectrum technologies (EST) to support comprehensive and integrated spectrum operations, engineering, analysis, planning, and long term strategies for the U.S. Department of Defense (DoD), the agency said in a FedBizOpps award notice.

The contract supports the Defense Spectrum Organization (DSO), which aims to enable effective and efficient use of the EMS in support of national security and military objectives. DSO is responsible for a range of EMS services and capabilities including short notice on-the-ground operational support at the forward edge and long range spectrum planning and policy support in pursuit of strategic objectives, DISA said.

DSO’s capabilities provide direct support to the Office of the DoD Chief Information Officer (CIO), the Joint Staff, the military services, combatant commands, and defense agencies. The organization, as part of DISA’s Joint Information Environment (JIE) works to support missions areas like cyber operations and joint electromagnetic spectrum operations (JEMSO) activities to improve coordination and synchronization to support information superiority.

The contract provides technical support to DSO in four tasks: operational spectrum support, E3 engineering, strategic spectrum planning, and research and evaluate emerging spectrum technologies.

The contract period is one year and has four one-year option periods. The contract will be performed at both the contractor and government sites to be specified in the individual task orders.

The unrestricted awardees include Alion Science & Technology; Expression Networks LLC; Harris [HRS]; and URS Federal Services Inc. Small business set asides in the contract include ANDRO Computational Solutions, LLC; Calvert Systems Engineering, Incorporated; CoSolutions, Inc.; Expression Networks LLC; and Freedom Technologies Inc.
