The Department of Homeland Security’s (DHS) Science and Technology (S&T) Directorate has issued a Broad Agency Announcement (BAA) for a multi-layered research and development approach to address the need to detect and identify chemical, biological, explosive (CBE) and contraband materials being transported in cargo, parcels and luggage. The BAA was established to meet needs set forth by Customs and Border Protection and the Transportation Security Administration. The components of an effective CBE and contraband detection architecture that DHS S&T will be developing are: Non-intrusive inspection technologies; sensors to be installed and operated in containers (shipping, trucking rails, air cargo) during transit; sample collection and preparation techniques to extract samples from various shipping containers and packaging materials; secondary inspection sensors of identification and confirmation of threats; data management and decision support tools; and test and evaluation support.
