The Department of Homeland Security (DHS) Science and Technology (S&T) branch has issued a Broad Agency Announcement (BAA) for a research project to build new, or apply existing, risk analysis applications to terrorism risk that are appropriate for modeling the actions of an intelligent, reactive, adaptive adversary in the conduct of an attack against the U.S. employing weapons of mass destruction.
