After protests last year by dozens of companies that weren’t selected for a chance to compete for task orders for under one of three categories for a department-wide computer and network services contract vehicle, the Department of Homeland Security on May 9 selected 68 companies for the unrestricted track of the service delivery component to the potential seven-year $22 billion EAGLE II contract.
DHS last September selected 15 companies to compete for work under Functional Category 1 of the unrestricted track, but many, if not all the losing bidders filed protests through the Government Accountability Office (GAO). While several protests were withdrawn, GAO dismissed most of them and denied a handful.
Functional Category 1, or service delivery, of the EAGLE II contract calls for vendors to provide a full range of information technology services and solutions in support of developing, implementing, and maintaining technology to support the DHS mission and business functions across the entire lifecycle of a program. At the time of the original award in September, DHS also selected 15 firms to compete under the small business track of Functional Category 1.
The 15 companies selected under the unrestricted track in September were Allied Technology Group, Apptis, Attain, LLC, Britain’s BAE Systems, CACI International [CACI], CSC [CSC], Dell [DLL], UNICOM Government, which is part of UNICOM Global, Hewlett Packard [HPQ], IBM [IBM], L-3 Communications [LLL], NCI Inc., [NCIT], Phacil, the North American division of Britain’s QinetiQ, and Serco.
Some of the companies on the expanded list of awardees include 3M’s [MMM] Cogent business unit, Accenture [ACN], Boeing [BA], Booz Allen Hamilton [BAH], CGI [GIB], Exelis [XLS], Finmecannica’s DRS Technologies division, General Dynamics [GD], Harris Corp. [HRS], Leidos Holdings [LDOS], Lockheed Martin [LMT], Northrop Grumman [NOC], Raytheon [RTN], Sotera Defense Solutions, Telos Corp., and Unisys [UIS].
In addition to Functional Category 1, there is Functional Category 2-Information Technology Program Support Services, which provides the full range of business and technical management services in support of the department’s offices or programs, and Functional Category 3-Independent Test, Validation, Verification, and Evaluation, which provides solutions to ensure that all IT products and services meet department standards, and are performing to defined design, cost, schedule and performance specifications.
