CWTSatoTravel of Carlson Wagonlit Travel [CWT] and Northrop Grumman [NOC] last week announced a teaming agreement to compete for the provision of end-to-end travel and expense management systems for the General Services Administration’s requirements for E-Gov Travel Services 2 (ETS2).

According to GSA, the purpose of the solicitation is to provide the basis for a potential follow-on procurement, which may result in a contract with a potential period of performance of up to 15 years from the date of award. The team represents two of three prime incumbents of the EST1 contract that will expire in November 2013. That contract was awarded in 2003 to CWT, Northrop Grumman, and Electronic Data Systems, which was later purchased by Hewlett Packard [HP].

“The CWTSatoTravel-Northrop Grumman relationship will enhance our ability to offer critical travel and expense management services that are pivotal to a successful and cost-effective ETS2 transition,” said Kelly Kuhn, president, CWTSatoTravel.

According to the press release, CWTSatoTravel will look to provide the overall program management, travel management, account management, and system development and support resources to deliver an application service designed to meet government agency travel requirements. Northrop Grumman will commit its system integration, usability engineering and account management resources in delivering travel and expense management services that are integrated with government agency financial and human resources systems.

“With more than eight years of success on the first E-Gov Travel Services program and having developed and deployed the GovTrip Web-based travel service, this strategic partnership will allow Northrop Grumman to focus on its core competency as a systems integrator, allowing for more efficient operations in providing responsive travel and expense management services,” said Alan Leckenby, identity and business solutions vice president for Northrop Grumman’s Information Systems sector.

Northrop Grumman will join Sabre/GetThere, Southlake, Texas; GDSX, Allen, Texas; RightNow Technologies, Bozeman, Mont.; and ImageTag, Tempe, Ariz., which were part of the base ETS master contract.
