TSA Awarding L-3 $28M for EDS Systems

The Transportation Security Administration (TSA) plans to award L-3 Communications

[LLL] $27.7 million to purchase medium-speed Explosive Detection Systems (EDS) to replace existing systems the company previously supplied to a number of airports. The delivery order has been approved by the Department of Homeland Security Acquisition Review Board. The recapitalization effort will replace equipment that has reached the end of its useful life, TSA says in a FedBizOpps.gov announcement. TSA plans to purchase 3DX eXaminer 6700 and 3DX eXaminer 6700-ES EDS units from L-3 for installation at Boston Logan, Southwest Florida, Baltimore Washington, Wichita Mid-Continent, Austin Bergstrom, Washington-Dulles and Luis Munoz Marin Airports. TSA will purchase the systems off of L-3’s existing indefinite delivery, indefinite quantity contract with the agency for EDS systems.

U.K. Awards MDI Contract for Trace Detectors

Morpho Detection, Inc. (MDI) says it has agreed to a four-year framework agreement with Border Force in the United Kingdom to supply handheld Hardened MobileTrace and desktop Itemiser 3 Enhanced trace detection systems to combat narcotics smuggling. The value of the deal was not disclosed. The Border Force, which carries out immigration and customs controls for people and goods entering the U.K., will deploy the trace detectors to airports and seaports throughout the country to screen for narcotics. The first order will be delivered this year to replace legacy systems from various manufacturers. The Hardened MobileTrace can identify a broad range of narcotic, explosives, toxic industrial chemicals and chemical warfare agents. The Itemiser 3 can detect residue from narcotics and explosives on skin, clothing, parcels, bags, cargo, vehicles and other surfaces. An MDI spokesman said the company hopes to announce the first order late in the first quarter or early in the second quarter of 2014. MDI is part of Safran.

ArdentMC Nabs Task Order for DHS Geospatial Technical Support

Software solutions provider ArdentMC says it has received the first task order under the Department of Homeland Security (DHS) Geospatial Technical Support Services Blanket Purchase Agreement. ArdentMC will support the National Operations Center (NOC) Common Operating Picture. The NOC is the primary federal operations center for homeland security related incidents. The company will provide life-cycle support for the COP program including project management, application development and implementation, business process reengineering, operations and maintenance, training, quality assurance and test, data integration an interoperability, and surge support. The GTSS BPA is worth $98 million. The value of the task order was not disclosed.

AtHoc to Deploy Emergency Mass Notification for Wyoming Military

AtHoc Inc., says that the Wyoming Military Department has selected and deployed the company’s Interactive Warning System for emergency mass notification for personnel protection. The deployment covers 2,500 personnel across the state in  the Wyoming Army and Air National Guards, the Joint Force Headquarters, the Camp Guernsey training base and multiple subordinate units and armories statewide. AtHoc says that the Wyoming Military Department plans to utilize the IWS system to communicate with state emergency management headquarters and civilian law enforcement agencies. “Our forces are spread out across the state,” says Chief Warrant Officer Shane Mickelson, joint operations center battle captain. “During an emergency, AtHoc’s enterprise-class solution introduces a collaborative environment among dispersed rescue teams, a critical component that was missing in our previous system.”

DHS Awards Paragon Systems $59M for Protective Guard Services

Paragon Systems has received a potential $58.6 million contract from the Department of Homeland Security (DHS) Federal Protective Service to provide Protective Security Officers services in support of the Social Security Administration at two locations within Baltimore, Md.
