DHS Awards Potential $6B for Continuous Diagnostics and Mitigation

The Department of Homeland Security (DHS) this month partnered with the General Services Administration to award a multi-vendor, potential five-year, $6 billion blanket purchase agreement for the Continuous Diagnostics and Mitigation (CDM) program. The contract, which has a base-year and four one-year options, will provide real-time diagnostic and mitigation services to the federal civilian agencies, state and local entities and the defense industrial base sector. It is also open to tribal and territorial governments. The award will be funded through each participating department and agency, not solely by DHS. The awardees are: Booz Allen Hamilton [BAH]; Canada’s CGI Group; CSC [CSC]; DMI; DRC; General Dynamics [GD]; Hewlett Packard [HPQ]; IBM [IBM]; KCG; Kratos Defense & Security Solutions [KTOS]; Lockheed Martin [LMT]; ManTech International [MANT]; MicroTech; Northrop Grumman [NOC]; Science Applications International Corp. [SAI]; SRA International; and Technica. The CDM program will help transform the way federal and other government entities manage their cyber networks through strategically sourced tools and services and will enhance the ability of government entities to strengthen the posture of their cyber networks. The programs brings an enterprise approach to continuous diagnostics and allows consistent application of best practices.

Raytheon Receives DTRA Award to Boost Maritime Surveillance in Philippines

Raytheon [RTN] has received a potential two-year, $18 million contract from the Defense Threat Reduction Agency (DTRA) for a maritime border security application in the Philippines. The award is the company’s first border security contract in Southeast Asia. Under the award, which was awarded as part of the CTR Integrating Contract II that Raytheon and several other companies won in April 2011, Raytheon will design and construct a National Coast Watch Center (NCWC), support integration of data from various agencies into the NCWC, and provide acquisition, installation and training on an automatic identification system as well as radio communications for the government of the Philippines. “The Philippines contract extends Raytheon’s border security solutions portfolio to Southeast Asia and confirms that our integration solutions, program management leadership and international expertise are valuable as we expand our support of customers around the world,” says David Appel, director of Surveillance, Range, and Infrastructure Solutions for Raytheon’s Intelligence, Information and Services business. Earlier this year Raytheon won a three-year, $36 million contract from DTRA under CTRIC II to provide an integrated surveillance solution for about 250 kilometers of Jordan’s land border (HSR, April 24).

Coast Guard Awards $30 in Rescue 21 Contracts

The Coast Guard has awarded Eyak Technology a potential $22 million contract to provide Rescue 21 national distress and response system capabilities in the Western Rivers region of the U.S. Under the contract the company will upgrade existing equipment at 49 remote fixed facilities and add three new locations to enhance search and rescue communications on the Western Rivers. The region includes Coast Guard Sectors Ohio Valley, and the Upper and Lower Mississippi River. Separately, the service has awarded a $7.9 million contract to Tetra Tech Tesoro Inc. Remote Fixed Facilities sites and a microwave reflector as part of ongoing Rescue 21 deployments in Alaska. The new sites will provide search and rescue communications capabilities currently without Coast Guard communications coverage. The sites are due to be completed by Aug. 30, 2014. General Dynamics [GD] has been the Coast Guard’s prime contractor for Rescue 21 along the nation’s coastlines.

TSA Awards $5.5M to Three Companies for Boarding Pass Scanners

The Transportation Security Administration (TSA) has awarded a $5.5 million indefinite delivery, indefinite quantity contract to IER Inc., Desko, and NCR Government Systems for Boarding Pass Scanners. The agency says it will begin procuring the scanners immediately from the companies. IER and Desko are the incumbent contractors for the scanners. The scanners will be used to retrieve a traveler’s vetting status at aviation security checkpoints, informing Transportation Security Officers if a passenger is in the PreCheck lane or standard lane. Other functions include displaying the passenger’s name, flight number and date, and risk status for each valid PreCheck airline boarding pass.

Kratos Receives $10M Award to Protect Mass Transit System

Kratos Defense & Security Solutions, Inc. [KTOS] has received a $10 million contract from a large mass transit authority in the U.S. to integrate a security and surveillance system into a command and control infrastructure. The contract represents additional funding and a scope increase on a previously announced contract award. The name of the customer was not disclosed. The award includes deployment of security and surveillance elements on certain mobile assets. The work will be performed by Kratos’ Public Safety & Security Solutions division.
