DHS Plans Industry Day for Security Operations Center

The Department of Homeland Security will host an Industry Day in March to the acquisition of a Security Operations Center (SOC) for its headquarters. The March 2 event at the Homeland Security Acquisition Institute will review the draft Statement of Work and technical requirements of the SOC. DHS also released a draft solicitation for Next-Generation SOC services and said it plans a single award indefinite-delivery, indefinite quantity contract. JPEO Chem-Bio Defense Plans Omnibus Contract Industry Day

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) plans to host an Industry Day on March 4 for the Joint Enterprise Research, Development, Acquisition and Procurement Omnibus Contract. The event will be held at Aberdeen Proving Ground in Maryland. The purpose of the event is to receive early feedback from industry on the initial concept of the contract, which will be a single contract vehicle with centralized management providing contract support to the JPEO-CBD and subordinate Joint Project Managers for the design, development, engineering, fielding and procurement of CBRNE Defense Systems and Equipment. The JE-RDAP is expected to be a long-term, multiple award indefinite-delivery, indefinite quantity contract with a potential ceiling value of $7.5 billion. The primary focus of the Industry Day will be non-medical CBRNE areas within the JPEO-CBD Enterprise to include information systems, Rad/Nuc defense systems, WMD elimination systems, and other CBRNE defense systems. TSA Issues RFI for ETD for Drugs and Explosives Detection

As part of the Department of Homeland Security’s new Explosive Trace Detection Strategic Sourcing Ordering Vehicle (ETD-3) initiative, the Transportation Security Administration (TSA) has issued a Request for Information (RFI) for a handheld ETD that will be used primarily to screen for illicit drugs with a secondary ability to allow for the screening of explosives. DHS says it expects the Illicit Drugs Handheld ETD will be solicited under Track 2 of the ETD-3 effort. The RFI contains over 30 questions that TSA wants interested vendors to answer. The window for Track 2 opens in June according to briefing ETD-3 slides released by DHS and TSA in January. The opening of the window allows bidders to request applicable requirements documents. Sol. Navy Issues BAA for Combating Terrorism Technical Support Office R&D

The Navy Engineering Logistics Office has issued a Broad Agency Announcement (BAA) soliciting research proposals for the Combating Terrorism Technical Support Office (CTTSO). PNNL Issues RFI for Spectroscopic Mobile Detection System

Pacific Northwest National Laboratory (PNNL) has issued a Request for Information (RFI) from prospective offerors interested in providing a vehicle-based spectroscopic mobile detection system to meet requirements for the Energy Department’s Second Line of Defense program for radiation detection. The system will be used by partner country operators at international locations to detect, locate and identify gamma-ray and neutron emitting sources, including highly enriched uranium, plutonium, depleted uranium, and sources that may be used in a radiological dispersal device. The Transportation Security Administration (TSA) has issued a Request for Information (RFI) for sources with innovative and mature solutions to enhance the agency’s risk assessment activities. DHS S&T Seeks Info on IED, Ordnance Disposal Personal Protective Equipment

The Department of Homeland Security (DHS) Science and Technology Directorate is conducting a market survey on commercially available improvised explosive device, ordnance disposal personal protective equipment to meet the needs of emergency responders. The survey is being done under the System Assessment and Validation for Emergency Responders (SAVER) Technical Agent. NIST Plans New Round of Pilots in Trusted Identity Program

The National Institute of Standards and Technology (NIST) announced its fourth round of funding for its pilot program in support of seeding projects aimed at developing trusted identities for use in online transactions and cyber space. NIST is providing $5 million in FY ’15 for the National Strategy for Trusted Identities in Cyberspace (NSTIC) pilot programs bringing the total invested in the projects to $30 million. The agency expects awards to selected recipients to range between $1 million and $2 million per year for up to two years. NIST is interested in pilot proposals that address concerns about the impact of privacy and civil liberties arising from the crossing of contextual boundaries and the capacity for more tracking and profiling inherent in federated identity solutions, balancing transparency to individual users and ease-of-use, the usability of strong authentication technologies and more.
