DHS Releases Final Draft of Financial Systems Integrator Effort, RFP Out Soon
The Department of Homeland Security has published the final draft solicitation of its Enterprise Financial Systems Integrator (EFSI) program and says a final Request for Proposal will be issued on Oct. 30. An award is planned for Feb. 28, 2020. Significant changes aren’t expected ahead of the final solicitation. SOCOM Plans Tactical Biometrics Event
U.S. Special Operations Command has issued a Request for Information to help it identify potential methodologies for evaluation of next-generation capabilities for multi-modal biometrics identification including but not limited to the collection and on-board storage of a subject’s facial photograph, iris, fingerprints and voice capture. The methodologies should include the potential for the transmission of the information in a Defense Department Electronic Biometric Transaction file format to an onboard or national database and receive a match or no match response for use by the Special Operations Force operator conducting the biometric collection activity. TSA Seeks Small Business Support for TSIF, Freedom Center
The Transportation Security Administration has issued a Request for Information seeking small businesses interested in, and having the resources to, support of the Transportation Security Integration Facility. The TSIF is located adjacent to Ronald Reagan National Airport in Northern Virginia across the Potomac River from Washington, D.C. The agency also seeks support for its Freedom Center, which is located in Herndon, Va., and is the around-the-clock coordination center for transportation security-related operations, incidents and crises. Federal Protective Service Interested in Cloud-Based Computer Aided Dispatch
The Department of Homeland Security Federal Protective Service has issued a Request for Information to determine if vendors can satisfy its requirement for a cloud-based computer aided dispatch (CAD) capability. The FPS is interested in a commercial-off-the-shelf capability with little to no modifications. The FPS, part of the Cybersecurity and Infrastructure Security Agency, has an Azure-based cloud. Sol. FAA to Host Airport Technology R&D Contract Strategy Industry Day
The Federal Aviation Administration in December will host an Airport Technology Research and Development (ATRD) Contract Strategy Industry Day at the William J. Hughes Technical Center in New Jersey. The FAA says that historically support for ATRD has been procured through one multi-year contract vehicle but now the ATRD portfolio is so diverse and complex that it is considering distinct functional areas and programs that may be supported separately through various contract mechanisms. The FAA budgets around $33 million annually for the program. DHS S&T Issues RFI for Basic Ordering Agreements for University COEs
The Department of Homeland Security Science and Technology Directorate, Office of University Programs has issued a Request for Information (RFI) to the scientific community regarding the continued utilization of Basic Ordering Agreements (BOAs) with current university Centers of Excellence (COEs). S&T intends to fund projects within the scopes of work of existing and future COEs requiring a contracting vehicle. S&T proposes issuing five-year BOAs. The BOAs will be for homeland security mission-related unclassified and classified research, development analysis, and technical services requested by any DHS office or component agency that are within the scope of each COE’s cooperative agreement.
