DHS S&T, Israel Seek Proposals in Homeland Security Areas

The Department of Homeland Security Science and Technology Directorate and the Israel Ministry of Public Security have announced a joint call for proposals for collaborative projects to develop advanced technologies for the homeland security mission in the areas of advanced first responder technologies, border protection, including maritime security, law enforcement-supporting technologies to combat cyber-crime, technologies and methods to secure critical infrastructure and public facilities, safe and secure cities, and unmanned aerial systems. The proposals are being issued under the Israel-U.S. Binational Industrial Research and Development Foundation Homeland Security program that is jointly funded by DHS S&T and the Ministry of Public Security. The program funds up to 50 percent of the combined project budget, up to $1 million per project, and works with companies to identify potential strategic partners and facilitate introductions. CBP Seeks P-3 Aircraft Maintenance and Logistics Support Services

Customs and Border Protection Office of Air and Marine has issued a pre-solicitation for maintenance and logistics support services for its fleet of P-3 turbo-prop patrol aircraft. The agency has eight P-3 airborne early warning aircraft and six P-3 long-range tracker, high-endurance, all-weather aircraft. The forthcoming Request for Proposal will be for organizational, intermediate and depot level maintenance and logistics support through a material management, inventory control management area. FEMA Issues RFI for Help with Integrated Public Alert and Warning Lab Systems

The Federal Emergency Management Agency has issued a Request for Information (RFI) for technical support and operations and management of the Integrated Public Alert and Warning Lab Systems. In addition to support for the Integrated Public Alert and Warning System (IPAWS) program management office, FEMA seeks a support of the lab systems, demonstrations in the lab and at various locations in support of presentation s conferences, meetings, research, evaluation and technical implantation of alert and warning applications, systems, devices and technologies that interface with IPAWS-OPEN in order to provide resilient emergency alert and warning capabilities to the nation. CBP Using Commercial Procedures Pilot to Acquire Border Security Capabilities

Using commercial solutions procedures authorized in the fiscal year 2017 defense authorization bill, Customs and Border Protection is conducting a pilot program to acquire border security capabilities with streamline processes. The agency has issued a general solicitation using Commercial Solutions Opening acquisition procedures for three mission areas: Tactical Surveillance; Mobile Surveillance and/or Communications Node; and Fixed Infrastructure/Relocatable. Under Tactical Surveillance, CBP seeks a highly mobile short-range surveillance and or communications asset that can be deployed in response to a cue, to conduct surveillance in an area of interest, and or service as a communications node. Under the Mobile Surveillance/Communications Node, the agency seeks a dedicated surveillance asset that deploys to a given area for one or more eight hour shifts to provide long duration, mid-long range surveillance, and a dedicated communications asset that deploys to a given area for multiple days to simulate an emergency response situation where local communications are down. DHS Issues RFI for HQ IT Services

The Department of Homeland Security Office of the Chief Information Officer says it is examining the “feasibility” of a managed service approach for information technology and desk-side end-user support services. The department’s current support model is a government-owned, contractor operated environment of end-user devices and wants to transition to a contractor-owned, contractor-operated environment that includes scheduled technology refresh and modernization of end-user equipment. Under the managed service model, DHS expects contractors to provide continuous innovation that reduces operating costs, improves security, increases customer service, and provides an improved end user experience. TSA Issues RFI for Security Equipment Deployment Services

The Transportation Security Administration has issued a Request for Information for market research for Transportation Security Equipment deployment services in support of the Acquisition Program Management Office. DHS CWMD Offices Issues RFI for Chemical Detection Technologies

The Department of Homeland Security Countering Weapons of Mass Destruction (CWMD) Office has issued a Request for Information to help it understand the current state of chemical detection technologies. More specifically, the CWMD Office seeks to understand how current chemical detection technologies can perform in a dynamic operational environment such as a cargo, mail or parcel sorting facility. The office wants information on technologies than can provide real-time, unattended, standoff chemical detection and identification of trace chemical residues on the surfaces of objects of varying sizes, moving on conveyor belts at varying speeds and distances in relation to the detector, and spaced closely together.
