CBP Surveys Market for Relocatable Surveillance System-Maritime
The Federal Aviation Administration, on behalf of Customs and Border Protection, is conducting a market survey for a Relocatable Surveillance System-Maritime (RSS-M) for the California Coastal Region. The RSS-M will be part of a technology demonstration for the California Coastal Surveillance effort. For the surveillance effort, CBP plans to initially deploy several RSS-M in the San Diego Sector to determine the performance and effectiveness of an integrated, land-based RSS-M against a quickly evolving maritime threat, and to explore various aspects of technology in meeting this requirement. Up to four RSS-M systems will be deployed and relocated as needed. The deployments will be anywhere between San Diego and San Francisco. The CCS system will use RSS-M relocatable towers connected to the OneNet. RSS-M sensor suite will include one or more optical sensors and one maritime radar so that Border Patrol agents can detect, track, identify, and classify surface targets of interest. DHS Implementing Commercial Solutions Pilot Program
The Department of Homeland Security has published implementation guidance for a congressionally-directed pilot program aimed at competitively procuring commercial items. The Commercial Solutions Opening Pilot (CSOP) pilot program vests contracting officers with additional procedural discretion and flexibility so that commercial item acquisitions for innovative commercial items may be solicited, offered, evaluated and awarded in a simplified manner that maximizes efficiency and economy and minimizes administrative costs for both the government and industry. The pilot effort was called for in the FY ’17 National Defense Authorization Act. DHS has determined that under this pilot program, a general solicitation can be executed with a Broad Agency Announcement-type document. TSA Soliciting for EDS Performance Based Logistics
The Transportation Security Administration has issued a Request for Proposal for performance based logistics for its explosive detection systems (EDS) deployed at Category X through IV airports. The PBL help is needed for EDS systems that are out of warranty. Coast Guard Seeks Handheld Biometric Readers
The Coast Guard has issued a pre-solicitation for 250 handheld multimodal biometric readers to replace readers that are at the end of their service life. The readers shall verify that validity of Transportation Worker Identification Credentials, Common Access Cards, and Seafarer Identification Documents. The readers will enable a one-to-one match of the document holder’s fingerprint to the fingerprint template stored within the credential. Respond by July 20. Coast Guard Issues RFI for Waterways Commerce Cutter
The Coast Guard has issued a Request for Information (RFI) for its planned Waterways Commerce Cutter (WCC) capability to replace its aging fleet if inland cutters. The Coast Guard says it is seeking information on the state of the market, including configurations, components and systems that are currently in production or in use along the inland waterways. The service also wants an understanding of domestic shipyards’ capabilities and experience in designing and building assets that may meet its requirements for the WCC program. Sol.
