CBP Issues RVSS Upgrade Presolicitation
Customs and Border Protection (CBP) has issued a presolicitation notice for its Remote Video Surveillance System (RVSS) Upgrade, which it plans to be a non-developmental program. CBP says the RVSS Upgrade consists of two parallel activities, one an upgrade of selected RVSS sites with newer capability and two, an install of upgraded technology at new sites. CBP currently has RVSS deployed at certain areas along the southwest and northern borders. The systems consist of remotely controlled, pole-mounted day/night cameras that feed to a display at a Border Patrol Station. The solicitation for a full and open competition for a single award and is expected to be released around Jan. 31. The agency says the upgrade will encompass and open systems architecture. RVSS is one component of CBP’s new approach to an electronic fence along the southwest border that will include Integrated Fixed Towers that have radars as well as day/night cameras, mobile surveillance systems with radars and day/night cameras, smaller vehicle-portable surveillance systems that have radars and day/night cameras, and other equipment. The period of performance under the contract is expected to be 10 years. USCIS to Host Industry Day
The U.S. Citizenship and Immigration Service (USCIS) is hosting its Industry Day on Feb. 9 in Washington, D.C., to provide a presentation summarizing its missions and programs. Navy Seeks Systems to Detect Explosives in Maritime Environment
The Naval Explosive Ordnance Disposal Technology Division is seeking commercial-off-the-shelf (COTS) and near COTS systems capable of detecting trace explosives—commercial, military and homemade—in a maritime environment. Detection systems should be designed for, or be able to operate in, and outdoor or maritime environment and be ruggedized. The systems are expected to perform trace explosive detection in the presence of moisture, temperature fluctuations, salt, and other marine conditions with minimal to no degradation in performance over time. JIEDDO Seeks Help Finding Signatures for IEDs and HMEs
The Joint Improvised Explosive Device Defeat Organization (JIEDDO) is issuing a Broad Agency Announcement for three to six month studies that will define the signatures and available observables for various improvised explosive devices (IEDs) and homemade explosives (HMEs), as well as aid in the development of capabilities to counter these threats. Proposals must address one of the following requirements: new formulations of ammonium nitrate-based fertilizer that decrease detonability and explosive output; additives and methods to disrupt or discourage HME manufacturing from fertilizer precursors; additives and methods for increased detection and identification of HMEs and precursors during transport, manufacture and IED emplacement; and enabling ground truth studies. Navy Fleet Cyber Command Seeks Technical and Program Support
The Fleet Cyber Command Enterprise Architecture Division has issued a Sources Sought notice to identify qualified and experienced sources for a contract vehicle that will provide support encompassing the mission areas the Navy is anticipating through the implementation of the Naval Networking Environment-2016 (NNE-2016) Strategy. The strategy will guide the service towards a future net-centric enterprise environment that will provide a highly secure and reliable enterprise-wide voice, video, and data network environment. DHS Issues RFI for BioSurveillance Integration System
The Department of Homeland Security (DHS) is seeking information on biosurveillance integration capabilities that will enhance the current system used by the Office of Health Affairs National BioSurveillance Integration Center. The department says that a number of barriers have been identified that prevent successful integration of all-source information for biosurveillance. NGIC Seeks Biometric Intelligence Analysis Support Services
The Army’s National Ground Intelligence Center (NGIC) plans to issue a Request for Proposal for Biometric Intelligence Program (BIP) analysis support as a small business set-aside. The objective of the contract is to provide forward and reach-back all-source intelligence and information analysis in support of deployed forces in the U.S. Central Command areas of responsibility and other customers of the NGIC BIP. Project scope includes support for the management of the Biometrics Enabled Watchlist and or other future biometrically enabled watchlists, forward deployed Biometric-Enabled Intelligence (BEI) subject matter experts to Afghanistan, reach-back all-source BEI analysis and production in support of force protection, targeting and counter-improvised explosive operations.
