Valley Forge Composite Technologies [VLYF] says it has an agreement in principle with a private U.S. based company that is negotiating an agreement with a Latin American government for the first commercial development, delivery and maintenance of a THOR LVX photonuclear detection system, which would be used to screen cargo entering the country. Valley Forge says the agreement is worth $5 million. Under the deal terms, which are in effect for five-years, the company will receive an initial payment for the system and ongoing monthly revenue on a per-scan basis. Valley Force is in discussions with several potential partners to help finance the agreement. The company expects to complete construction and installation of the system by the end of the first quarter of 2013.

The Transportation Security Administration (TSA) plans to enter into multiple contract options over the next three years to obtain Apple [AAPL] brand products and services. The ceiling value on the planned awards is $3 million. TSA says that it has a gap in its capabilities for high-quality graphics, editing, producing broadcast-quality video, performing forensic network and computer examinations, operating in mobile and remote locations using a secure mobile computing platform. Most of these capabilities are currently in the Microsoft Windows and RIM Blackberry environments but requires the hardware, software and licenses to support a greater diversity of devices and operating systems given the public-driven demand for more mobility. The agency says that Apple has the variety of products, software and licensing to support its needs. TSA also has a capability gap with Google Android that is being addressed in a separate action.

TSA has awarded Dun and Bradstreet, Inc. (D&B), a $1.4 million contract extension to continue to maintain a reference database of 50 million records that is securely accessed by the agency in support of its air cargo program. The purpose of the extension is to give TSA time to negotiate a new contract with D&B. The database helps TSA verify information on businesses that ship cargo on aircraft departing from airports in the U.S. and its territories.
