The Defense Department issued a draft solicitation for an omnibus contract to provide support services to US Cyber Command (USCYBERCOM) and the Cyber National Mission Force (CNMF), including administrative, cyber exercise and operations, planning, and network management.
The Defense Information Systems Agency (DISA) expects the award of multiple indefinite-delivery/indefinite-quantity (IDIQ) contracts with up to five of them set aside for small businesses.
The contract objective is to help USCYBERCOM and CNFM “develop measurable outcomes to streamline their acquisition of cyber-related services,” the draft said.
The scope of the contractor support includes assisting “the Government in providing IT solutions for activities throughout all operating levels of all customer organizations in support of all functional requirements.”
This includes assistance by furnishing personnel, materials, facilities, and services. Such items are to satisfy the research, development, deployment, operation, maintenance, and sustainment requirements of Cyber Command, the procurement document said.
The draft highlighted that the contractor is to provide technical expertise to help planning of Offensive Cyber Operations, Defensive Cyber Operations, and operation of the DoD Information Networks (DODIN).
The draft request for proposals was posted on Dec. 24 on the Federal Business Opportunities procurement website and was updated Jan. 8. Responses are due Jan 19.
