Dr. Brian Weeden
Dr. Brian Weeden is the Director of Program Planning for Secure World Foundation and has nearly 20 years of professional experience in space operations and policy. Dr. Weeden directs strategic planning for future-year projects to meet the Foundation’s goals and objectives, and conducts research on space debris, global space situational awareness, space traffic management, protection of space assets, and space governance.

Todd Harrison
Todd Harrison is the director of Defense Budget Analysis and the director of the Aerospace Security Project at CSIS. As a senior fellow in the International Security Program, he leads the Center’s efforts to provide in-depth, nonpartisan research and analysis of defense funding, space security, and air power issues. He has authored publications on trends in the overall defense budget, military space systems, civil space exploration, defense acquisitions, military compensation, military readiness, nuclear forces, and the cost of overseas military operations.
Theresa Hitchens
Theresa Hitchens is a senior research associate at the Center for International and Security Studies at the University of Maryland (CISSM), where she focuses on space security, cybersecurity, and governance issues surrounding disruptive technologies. Prior to joining CISSM, Hitchens was the director of the United Nations Institute for Disarmament Research (UNIDIR) in Geneva from 2009 through 2014. She served as a consultant to the U.N. Group of Governmental Experts on Transparency and Confidence Building Measures in Outer Space Activities, provided expert advice to the Conference on Disarmament regarding the prevention of an arms race in outer space, and launched UNIDIR’s annual conference on cybersecurity. Hitchens previously worked at the Center for Defense Information, where she served as Director, and headed the center’s Space Security Project.
