The General Services Administration (GSA) released a notification of award for a multiple award, indefinite-delivery, indefinite quantity (MA-IDIQ) to provide missions support services to U.S. Cyber Command (USCYBERCOM) worth up to $460 million on Friday. The awardees are the KEYW [KEYW]; Vencore, Inc.; Booz Allen Hamilton, Inc. [BAH].; Science Applications International Corporation [SAIC]; CACI, Inc. [CACI]; and Parsons’ subsidiary Secure Mission Solutions.

This award is the culmination of several revisions to an earlier Request for Proposals (RFP) solicitation first issued in May 2015 for $475 million before it was canceled and re-issued in October 2015 in its current form (Defense Daily, Oct. 21, 2015).

US cybercommand

The contract aims to provide services and associated tools needed to support USCYBERCOM’s mission. This includes a “broad scope of cyberspace support services including new and emerging technologies which will evolve over the life of the contract,” the original solicitation said.

The award includes several kinds of support to USCYBERCOM’s operational missions, including Service Cyber Components and Joint Force headquarters. Core disciplines required for the contract include business area support and project management, cyberspace operations, cyberspace planning, all-source intelligence, capability management and development, cyberspace training and exercises, information technology/communications, strategic policy/doctrine development and campaign assessments, engagement activities, and security.

The period of performance for the contract, including all task orders, is May 20, 2016 – May 19, 2021.

Seed Task Order (TO) 1 is awarded to Vencore for cyberspace operations support services to USCYBERCOM. The total estimated value of TO 1 is $89 million with a period of performance from June 1, 2016–May 31, 2017. This task order also includes up to four one-year option periods.
