The Senate on Thursday voted 95-2 to confirm Russell Deyo to be the next under secretary of Management at the Department of Homeland Security, filling one of the last two remaining senior vacancies at the department.

The two senators opposing Deyo’s confirmation were Mike Lee (R-Utah) and David Vitter (R-La.). Not voting were Senators Barbara Boxer (D-Calif.), Marco Rubio (R-Fla.), and Ted Cruz (R-Texas). A spokeswoman for Lee said via email that the senator voted against Deyo due to President Barack Obama’s “executive amnesty program,” referring to the president’s executive order on immigration last November that would allow certain undocumented immigrants to remain in the U.S. temporarily without being deported.Russell Deyo. The last remaining senior position waiting to be filled at DHS is the administrator of the Transportation Security Administration (TSA). Former TSA Chief John Pistole resigned late last year, and DHS Secretary Jeh Johnson said recently that a nominee to lead the agency is being vetted.

The Management Directorate at DHS is responsible for budgets, spending, procurement, accounting and finance, information technology systems, human resources, facilities and equipment, and the tracking and identification of performance measurements. Former DHS Management lead Rafael Borras resigned from the department early last year to become the chief strategy officer  at the consulting firm AT Kearney.

“Russ will be the number three official in this department and oversee my continued Unity of Effort initiatives and bring greater effectiveness and efficiency to the manner in which we pursue our homeland security missions for the American people,” Johnson said in a statement.

Deyo was nominated for the DHS position last August by President Barack Obama. Previously, he was with the pharmaceutical company Johnson & Johnson [JNJ] for 27 years until retiring in 2012. Some of Deyo’s senior responsibilities at the company included heading the legal, administration, and human resources offices. Deyo was also an Assistant U.S. Attorney before joining Johnson & Johnson.

“Russell Deyo has extensive management experience and will enable the department to continue making progress in challenging areas,” Sen. Tom Carper (D-Del.), the ranking member on the Senate Homeland Security and Governmental Affairs Committee, said in a statement following the confirmation.
