The Navy awarded five companies a $156 million combined contract consisting of multiple award, indefinite-delivery/indefinite-quantity (IDIQ) cost-plus-fixed-fee, firm-fixed-price task orders to support the Joint Staff J6 Directorate’s C4/Cyber Program. The contracts are meant to obtain analytical, engineering, and project/program management services in support of the Joint Staff J6 Directorate.

The awardees are Booz Allen Hamilton [BAH], Lockheed Martin [LMT], Science Applications International Corp. [SAIC], Leidos Inc. [LDOS], and Deloitte Consulting LLP.

The contracts will run concurrently and each includes a 60-month ordering period. Each contractor will be able to bid on individual task orders as they are issued. The whole contract was originally competitively procured with the solicitation posted to the FedBizOpps website and the Navy received six offers.

Contract work is set to be performed in Norfolk/Suffolk, Va. (49.5 percent); Eglin AFB, Fla. (27 percent), Arlington, Va. (13.5 percent), and contractor facilities (10 percent). The work is expected to be finished by September 2021.

Fiscal 2016 Defense Department research, development, test, and evaluation (RDT&E) funds of $50,000 will be obligated on each of the five contracts to fund the contract’s minimum amounts and will not expire at the end of the current fiscal year, the Navy said.

The contracting activity is the Naval Supply Systems Command Fleet Logistics Center, Norfolk Contracting Department based in Philadelphia, Pa.
