The Army Intelligence Security Command (INSCOM) Friday awarded 21 companies the opportunity to bid on a $7.2 billion Global Intelligence Support Services (GISS) contract that runs from Sept. 12, 2014 through Sept. 11, 2019.

INSCOMlogoThe INSCOM acquisition is to establish an enterprise approach for providing responsive, competitive acquisition of services for current and future Army Intelligence, Security, and Information Operations requirements and related support services.

The services cover four functional areas: intelligence and security through collection, analysis, and production of intelligence information; information operations; mission support services for management of operations, facilities and logistics, training, and intelligence systems; and sustainment services including business functions for program administration, resource management, requirements analysis, and force planning.

Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be awarded to an UnRestricted Competition Pool solicited under a Full and Open competition, and a Restricted Competition Pool (RP) solicited as a partial small business set aside of the total Global Intelligence requirement.

Unrestricted pool contracts will go to: BAE Systems, Booz Allen Hamilton [BAH], CACI [CACI], DynCorp International, Invertix Corp., Lockheed Martin[LMT], ManTech [MANT], Northrop Grumman [NOC], Six3 Intelligence Solutions [CACI], Sotera Defense Solutions, and SRA International.

The companies were collectively awarded a $5 billion ceiling hybrid IDIQ GISS contract. The acquisition is designed to acquire flexible, comprehensive, cost effective services to support the Army’s need for fully integrated intelligence, security, information operations and related support. Each contractor will compete for task orders, and receive a minimum guarantee of $5,000.

The RP awardees are subject to a contract-ceiling equal to 30 percent–$2.16 Billion–of the total value of the $7.2 billion procurement. Awardees for this pool include: Absolute Business Solutions, Archimedes Global, Calhoun International, Circinus LLC, Charles F Day & Associates, E&M Technologies, Integral Consulting Services, K3 Enterprises, Pluribus International, and the Buffalo Group. Contractors will compete for task orders, and receive a minimum guarantee of $5,000.
