Dr. James Short
Technical Advisor to Director of Operational Energy Plans & Programs
Department of Defense

Dr. James Short serves the Department of Defense through a part-time IPA (intergovernmental personnel act mobility program) appointment.  While the Department waited for the Senate to confirm Ms Sharon Burke as the 1st Director of Operational Energy Plans & Programs, Professor Short served as the acting deputy director of her office. 

He spent 30 years in the Department of Defense--7 years in the Office of the Secretary of Defense where he finished his DoD career as the director  of DDR&E's  Defense Laboratories office.  The other 23 years he was a Navy civilian research engineer--all at the Naval Surface Warfare
Center, first @ White Oak and later @ Indian Head.  

He is the Executive Editor of the Journal of Energetic Materials. Prior to becoming Executive Editor, he was the Chairman of the International Detonation Symposium for 20 years.
   
He is not a newcomer to energy & environment.  In 1993 he was the program manager the DoD Strategic Environmental Research & Development Program's 1st project on Green Energetic Materials.
   
Dr. James Short is a Visiting Professor of Mechanical Engineering at the University of Maryland.  An explosives engineer and rocket scientist, he has been the deputy director of the University's Center for Energetic Concepts Development for more than a decade.  In addition to the research done at the Center for the Indian Head Division of the Naval Surface Warfare Center and the Army Research Laboratory, he is responsible for an on-line professional masters degree curriculum educating a post-Sputnik generation of rocket scientists.

His undergraduate aerospace engineering degree is from Syracuse University.  He received his Ph.D. in Mechanical Engineering (combustion theory and reactive gas dynamics) from the University of California, Berkeley.  There too he worked on energy and environment, seeking methods to improve the efficiency of fossil fuel engines and reduce their polluting emissions.
