Mr. Andrew D. Perini

Andrew D. Perini is a “Plank Owner” and recipient of the Golden Hammer Award in support of the Acoustic Rapid COTS Insertion (ARCI), Advanced Processing Build (APB) Program. During his 30 plus years at ManTech and Tracor, Mr. Perini provided extensive programmatic support of the ARCI/APB program including AN/BQQ-10 Sonar Modernization and Command, Control, Communications, Computers and Intelligence (C4I) product improvement which provided real time processes and procedures for the timely and cost-efficient implementation of Open Architecture (OA) initiatives as directed by the ASN, RD&A. He also provided program and project management support to the Naval Sea Systems Command in CNI, MIPS and OA-MFOP initiatives across the Navy Enterprise. Mr. Perini has assisted Space and Naval Warfare Systems Command (SPAWAR) in program evaluation of streamlining and transforming Integrated Undersea Surveillance System/Surveillance Towed Array Sensor System (IUSS/SURTASS) to support current and future force protection initiatives. He has provided significant cost trade-off studies and analysis for system/fleet operations as well as providing direct interface with the Department of State in promoting and licensing Foreign Military Sales (FMS). Mr. Perini’s experience covers the breadth of all facets of Acquisition Transformation and he was instrumental in pursuing the OA Enterprise Team initiatives across multiple Navy domains. He is a graduate of the University of Florida in Accounting and received a graduate degree from the University of Miami in business.
