Deputy Program Manager, Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance Systems ( C4ISR) Responsible for the cost, schedule and performance of a $1.3 billion project with an annual budget of approximately $80 million. The project designs and develops a common C4ISR system tailored for each Coast Guard Asset class to include the National Security Cutter, the Fast Response Cutters, the Off Shore Patrol Cutter, the long and medium range surveillance aircraft. In addition it also designs and deploys upgrades to the existing in-service fleet to ensure their viability while the Coast Guard transitions to the new fleet. After having made significant strides in improving the design, the contract oversight, the engagement with the technical authorities and in mandated processes and documents I was also selected to manage the System Engineering Integration funds until a senior civilian could be hired for the job. This additional $35M will be used to help the Coast Guard assume the role of Lead System Integrator and capitalize on the existing organizational structure, processes and tools where possible while creating new enterprise wide ones where needed.
Cmdr. Johnston received two Meritorious Service Medals; One for time as Aide to the Commandant and one for time as Commanding Officer for ESU New Orleans. He has two Coast Guard Commendation Medals, a Commandant’s Letter of Commendation, the Department of Transportation Gold Medal for outstanding achievement, Three Coast Guard Unit Commendations, six Meritorious Team Commendations, a National Defense Service Medal, two Humanitarian Service Medals, a Global War on Terrorism Service Medal, an Armed Forces Service Medal and a presidential Unit citation ribbon.
