The Defense Intelligence Agency (DIA) has issued a draft request for proposals (RFP) to solicit potential bidders for its potential $6 billion Enhanced Solutions for the Information Technology Enterprise (E-SITE) contract to provide information technology (IT) services, according to an announcement posted on Federal Business Opportunities.

The proposed contract type is a multiple award, indefinite-delivery/indefinite-quantity (ID/IQ) contract for various professional IT services with Top Secret/Sensitive Compartmented Information (TS/SCI) cleared personnel. A final RFP is scheduled to be posted in the January/February timeframe, Defense Department Intelligence Information Systems (DoDIIS) spokesman Alan Stout said, and contract awards are anticipated for early 2015.

The E-SITE contract will provide worldwide coverage for IT requirements and technical support services supporting the federal government through system design, development, fielding and sustainment of global intelligence and command and control (C2) assets vital to the security of the United States. Multiple contract awards to both large and small business concerns are anticipated. The ordering period of the multiple awards is anticipated to be for a base and four option years.

The purpose of the E-SITE contract is to satisfy the IT requirements for the DoD intelligence community and would allow for external ordering of IT by other intelligence community partners. The teaming of contractors and vendors is encouraged as the federal government recognizes no single contractor may be capable of providing the full range of goods and services under this contract.

An industry day was held Oct. 30. 

E-SITE is the follow-on to DIA’s original Solutions for the Information Technology Enterprise (SITE) contract, which had a ceiling of $6.6 billion over five years, according to a 2010 DIA statement. DIA awarded 11 ID/IQ contracts supporting IT requirements across the defense intelligence community. Contracts for large companies were awarded to: BAE Systems Information TechnologyGeneral Dynamics Information Technology [GD], Lockheed Martin [LMT], Northrop Grumman [NOC], SAIC [SAI] and Systems Research and Applications Corp. Contracts for small businesses were awarded to:BC Fed Group LLCCenTauri Solutions LLCEnterprise Information SystemsRed Arch Solutions and Worldwide Information Network Systems.
