The Department of Homeland Security’s (DHS) Science and Technology (S&T) Directorate has issued a Broad Agency Announcement seeking proposals for a distributed, “ubiquitous” chemical and biological sensing network called CELL-ALL. The program is aimed at accelerating advances in miniaturized biological and chemical sensing with integration into common devices such as cell phones and a communication systems concept for large-scale multi-sensor networks. CELL-ALL is designated as a High Impact Technology Solution, which is designed to provide proof-of-concept answers in one to three years that could result in breakthrough technology. Eventually DHS hopes to be able to expand the technology to detect explosives and radiological materials. DHS expects to have $3 million available for the project. Sol. No. BAA07-10. White papers are due by Nov. 29. Full proposals are due by Jan. 14, 2008. Award notification is expected by Feb. 8, 2008.
