Ocean Shipholdings Inc., Houston, Texas, was awarded a $53,960,096 firm-fixed-price contract (N3220522C3100) for the operation and maintenance of Military Sealift Command’s five government-owned, contractor-operated transportation auxiliary general ocean surveillance (T-AGOS) ships, and two transportation auxiliary general missile range instrumentation (T-AGM) ships. The vessels under this award include USNS Victorious (T-AGOS 19); USNS Able (T-AGOS 20); USNS Effective (T-AGOS 21); USNS Loyal (T-AGOS 22); USNS Impeccable (T-AGOS 23); USNS Invincible (T-AGM 24); and USNS Howard O. Lorenzen (T-AGM 25).  These ships support the anti-submarine warfare mission of the commanders of the Atlantic and Pacific Ocean areas of responsibility, support the Navy’s Surveillance Towed Array Sensor System, monitor missile launches, and other U.S. government research missions. Work will be performed worldwide, with an expected completion date of Oct. 31, 2027, if all options are exercised. The maximum dollar value, including the base period and all options, is $292,663,562. Working capital funds (Navy) in the amount of $53,960,096 will be obligated for fiscal 2023, before Sept. 30, 2022.  This contract was competitively procured under solicitation number N3220521R3100 via the System for Award Management contracting opportunities website, and six offers were received.
