Morpho Detection Receives $67M in Task Orders from TSA for CTX 9800 EDS

The Transportation Security Administration (TSA) has awarded Morpho Detection, Inc. $66.9 million in task orders for the procurement, installation, integration and networking of CTX 9800 medium-speed explosive detection systems (EDS) at multiple airports. The first task order, which is worth $52.6 million, is for the purchase and installation of 30 new CTX 9800s and the installation and integration of 12 TSA-owned CTX 9800s. TSA is purchasing the 30 new machines for 37.2 million. All the units are schedule to be delivered this year for installation at 15 airports. The second task order is for $14.3 million and essentially piggybacks on the first award to achieve a greater discount for the TSA, the agency says in the FebBizOpps. The second task order is for 10 CTX 9800 units to be deployed at four airports with the agency paying $10.9 million for the machines and $3.4 million for the installation, integration and networking services. The awards were made with FY ’15 funds.

TSA Awards L-3 $10M for ProVision Body Scanners

L-3 Communications [LLL] has received a $10.1 million contract from the Transportation Security Administration (TSA) to provide 61 ProVision 2 Advanced Imaging Technology (AIT) units under the AIT-2 contract to replace existing body scanners at airport checkpoint with newer systems that are expected to increase detection capabilities and passenger throughputs and also take up less space. A TSA spokesman tells HSR that deliver and installations are expected to begin this summer.

Massachusetts Agency Purchases 908 Devices’ Handheld Chem Detector

908 Devices says that the Massachusetts Hazardous Materials Emergency Response Division purchased eight of the company’s M908 handheld chemical detectors for use during large events such as the Boston Marathon and Fourth of July celebration. This is the first customer announcement by the company for its high pressure mass spectrometry-based device. The M908 can detect and identity high-priority threats including chemical warfare agents, toxic industrial chemicals, and precursors with confidence and at “extremely” low false alarm rates, says 908 Devices.

TSA Modifying L-3 ID/IQ Contract for EDS Systems

The Transportation Security Administration (TSA) has issued a justification and approval notice related to potential modifications to the indefinite quantity, indefinite quality (ID/IQ) and task orders to procure eXaminer 6700 and eXaminer 6700 Enhanced Speed (ES) explosive detection systems (EDS) installation, integration and networking services and related equipment, from L-3 Communications [LLL]. The justification runs through the end of FY ’15. The total value of all task orders issued during FY ’15 for the eXaminer 6700 and eXaminer 6700 ES EDS systems was redacted with the exception of one airport. The agency’s notice indicates that it expects installation, integration and networking services will be required at eight airports although the names of all but Manchester-Boston Regional Airport were redacted. The value of the work at Manchester-Boston is estimated to be worth $484,000, according to the notice. TSA also says that the EDS unites that are scheduled to be installed support the recapitalization of existing L-3 medium-speed EDS systems that have reached the end of their useful life-cycle.

DHS S&T Awards Loch Harbour Group $19M for Support Services

Loch Harbour Group has received a $19.4 million follow-on task order from the Department of Homeland Security (DHS) Science and Technology (S&T) branch to provide the Administration and Support Division with business office support services. The services include administrative, technical, and management in the areas of policy and procedure development, strategic planning, budget formulation and execution, acquisition and procurement management, administrative support, energy planning, records management, emergency preparedness, human capital management and more. The award was made under the Program Management, Administrative, Clerical and Technical Services (PACTS) indefinite delivery, indefinite quantity contract in February and runs through July.

One Resonance Sensors Nabs DHS S&T Contract to Evaluate Desktop Scanner

California-based One Resonance Sensors, LLC (ORS) has received a potential $3 million contract from the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate to evaluate the company’s MobiLab ES checkpoint security scanner, which detects explosives in electronic devices. The desktop scanner uses chemical-specific radio-frequency technology to quickly detect concealed explosive materials without requiring electronic devices to be powered on.ORS says the contract funds the evaluation of the scanner at a number of government facilities in the U.S. and Europe. “MobiLab ES provides a compact and powerful solution for screening electronic devices,” says Pablo Prado, co-founder and CEO of ORS. “We are very pleased to be working with DHS to evaluate our technology, which we believe will significantly increase airport security while minimizing passenger delays and disruptions.” The MobiLab ES is self-calibrating and can detect explosives regardless of their configuration, ORS says. The company’s MobiLab Bottled Liquid Scanner is endorsed by the European Civil Aviation Conference.
