DoD Awards OSI Systems $102M FMS Deal for Iraq; Nabs $12M Service Order
After a prolonged wait, the Defense Department in late June finally awarded OSI Systems
[OSIS] a Foreign Military Sales contract for $102.5 million to supply 80 Rapiscan Eagle M60 mobile cargo and vehicle inspection systems. The Pentagon says the estimated completion date of the contract is June 19, 2016. Benchmark Company security analyst Josephine Millward cautions that ongoing instability in Iraq due to the Sunni insurgency could delay or negatively impact the FMS order. Millward says that the Iraqi government has a $200 million funded requirement for the company’s high-energy inspection systems for checkpoint security. Separately, the company has received a $12 million order from a U.S. government customer to provide maintenance and support services on Rapiscan inspection systems including the Eagle M60 and 620DV dual view baggage and parcel inspection system.
Lockheed Martin NCR Award Worth Up to $83M
Lockheed Martin [LMT] has received a potential five-year, $82.5 million follow-on contract to provide continued support to the Defense Department’s National Cyber Range (NCR), which allows cyber security tools to be evaluated and malicious software code to be introduced and studied. The Pentagon on May 23 announced a $14.2 million award to Lockheed Martin for the NCR but more recently the Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), which serves as the contracting activity, put the overall value of the contract at $82.5 million over the five years. The Pentagon in May put the initial obligation of FY ’14 funds at $5.6 million. The work will be done for the Under Secretary of Defense for Acquisition, Training and Logistics, Test Resource Management Center, which took over management of the NCR from the Defense Advanced Research Projects Agency in 2013. The NCR can be scaled and reconfigured and provides a 10 to 20 times reduction in the time and cost to evaluate new cyber tools while improving confidence in the real-world performance of these tools, PEO STRI says. The office says that DoD Director of Operational Test and Evaluation estimates the potential savings of $3 billion to the current classified cyber portfolio by sticking with Lockheed Martin for the NCR support. The estimated DoD cyber budget in FY ’14 is $30 billion.
USCIS Awards GD $24M for Card Personalization Tech Refresh
General Dynamics [GD] has received a potential $24 million contract from U.S. Citizenship & Immigration Services for card personalization system technology refreshment (CPSTR) operations and maintenance. The CPSTR is a card processing system that produces secure immigration credentials, including the Permanent Resident Card and Employment Authorization Document. GD’s Information Technology business is the incumbent contractor for the work.
Amsterdam Airport Selects L-3 ProVision AIT for Passenger Screening
L-3 Communications [LLL] says Schiphol airport in Amsterdam has awarded it a contract to provide 65 ProVision 2 advanced imaging technology (AIT) system for primary screening of passengers at security checkpoints. The value of the award was not disclosed. L-3 originally installed 80 of its ProVision systems at the airport that will now be replaced during Schiphol’s modernization effort. The ProVision 2 has the automated target detection algorithms contained in L-3’s widely deployed ProVision systems but takes up less real estate and has a shorter height. The company says scanning time is 1.5 seconds. L-3 has deployed more than 1,000 ProVision and ProVision 2 systems at nearly 250 airports worldwide.
DoD Biometrics Adds $20M to Leidos Contract for Quick Reaction Capability
The Product Manager for DoD Biometrics says it plans to increase the ceiling value by about $20 million to its contract with Leidos [LDOS] for the Joint Personnel Identification (JPI) Quick Reaction Capability (QRC), which provides enduring biometrics capabilities to DoD and its mission partners and enable identification of individuals. The contract provides software engineering support and support to peripheral devices and platforms to support the current JPI QRC. DoD Biometrics expects to extend Leidos’ current contract by nine months plus two three-month options.
DHS Awards Carlow International $10M for Human Systems Integration Support
The Department of Homeland Security (DHS) Science and Technology branch has awarded a potential five-year, $9.5 million contract to Carlow International for a full range of Human Systems Integration services. The support includes applying the HSI process to DHS technology and systems development efforts to meet customer requirements, and for policy and acquisition workforce development initiatives.
DARPA Awards Abbot Business Unit $7M for Biosensor System
The Defense Advanced Research Projects Agency (DARPA) has awarded Ibis Biosciences a $7.2 million contract to develop the PUMA biosensor system, a new point-of-care handheld device for use in the field with molecular diagnostics for screening viruses, respiratory pathogens and bio-threats. DARPA obligated $3 million at the time of the award and the work is expected to be completed by April 30, 2015. Ibis is a business unit of the diversified healthcare company Abbott [ABT].
