Army Plans $80M Award to Lockheed Martin for National Cyber Range Support

The Army says it plans to award Lockheed Martin [LMT] a potential five-year, $80 million contract to provide continued operations and support for the National Cyber Range (NCR), which was developed by the Defense Advanced Research Project Agency and then transitioned to the Office of the Secretary of Defense, Test Resources Management Center in 2012. The NCR is comprised of a series of customer configured government and Lockheed Martin-owned hardware and software housed in a specially architected sensitive compartmented information facility. The range emulated the public Internet and other networks, and provides for the modeling of cyber attacks as well as the test and evaluation of cyber attack impacts upon that infrastructure with the ability to reconfigure in less than one day between events and to simultaneously execute parallel events at multiple security levels as required. The contract award is expected on or around June 1, 2013.

CBP to Award IBM $55M to Continue Data Center Support

Customs and Border Protection (CBP) plans to award IBM [IBM] a sole source contract to valued at up to $55 million over 11 months to continue providing information technology support to the National Data Center. The six-month base period, which began Nov. 1, is for $29.6 million. The contract contains five one-month options worth about $5 million each. CBP requires the contract extension while it conducts a competitive procurement during FY ’13. CBP is conducting recompetes for the National Data Center Hardware and Software Maintenance Services and Data Center IT Support Services. CBP needs IBM personnel to provide technical support for the Enterprise Data Center Operations. IBM has been providing these services under the Automated Commercial Environment Modernization contract via two task orders.

FEMA Awards SAIC Up to $39M for Exercise Support

Science Applications International Corp. [SAI] has received a potential four-year, $39 million contract from the Federal Emergency Management Agency (FEMA) to provide exercise design and control support services to the agency’s National Exercise Division to enrich the National Exercise Plan (NEP). Under the cost-plus fixed-fee contract SAIC will also provide services to the Homeland Security Exercise and Evaluation Program compliant support to the federal interagency and whole community at the national, state, territorial, tribal and local levels over the course of the NEP two-year cycle. “This win demonstrates SAIC’s understanding of the NEP mission for examining preparedness and measuring the readiness of the United States across the entire homeland security enterprise through a progressing cycle of all hazard exercises,” says Michael Simms, SAIC senior vice president.

OSI Systems Receives $15M Award from Federal Agency for Screening Systems

OSI Systems [OSIS] says its Rapiscan Systems has received a $15 million contract from a U.S. government agency to provide multiple units of its people screening, baggage and parcel inspection systems, including the 600 series X-Ray-based baggage inspection systems. The customer was not disclosed.

Harris Nabs $8M Contract from Macon, Ga., for Public Safety Comms

Harris Corp. [HRS] has received a $7.7 million contract from the Macon, Ga., to deploy a three-site 800 MHz Project 25 simulcast system designed to deliver highly reliable communications to the city’s public safety personnel. Harris says the new system will accommodate future growth and integrate with new technologies such as LTE networks. Under the contract Harris will support Macon’s police and fire departments and the Bibb County sheriff’s office, and will also provide nearly 700 Unity mobile and portable multiband radios, and OpenSky modems for data connectivity.

Small Business on DHS TABSS Contract

Inmersion Consulting has been selected by the Coast Guard as an awardee under the Department of Homeland Security’s Technical, Acquisition and Business Support Services (TABSS) five-year, multiple award contract that has a ceiling value of $11 billion. Inmersion received one of seven awards within the small business track of Domain 1, which focuses on providing program management, engineering and technology support services. The TABSS contract is available for use by all of DHS. DS selected firms to compete for awards under TABSS in June (HSR, July 4). Inmersion Consulting is a service disabled, veteran-owned small business.

FEMA Plans Award to Hughes for VSAT Terminals in Sandy Response

The Federal Emergency Management Agency (FEMA) plans to award a contract to Hughes Network Systems worth up to $1 million for up to 100 Very Small Aperture Terminals (VSAT) to be used by the agency at various shelters and facilities in areas affected by Hurricane Sandy. FEMA Administrator Craig Fugate has mandated that the agency must have the ability to communicate with leadership without using the Public Switched Telephone Network (PSTN) for any part of its communications path. During a disaster such as Sandy, the PSTN could be severely damaged or degraded and the ability to be able to communicate peer-to-peer or one-to-many without using the PSTN is needed. Fugate wants enough bandwidth in a disaster area to handle emergency responder needs and the needs of survivors as part of whole community support. Hughes Communications’ Spaceway3 satellite was found to be the only non-Defense Department solution that can provide the ability to communicate without the PSTN, and also communicate without going through any earth terminal with the “router in the sky” capability.

Argon Electronics Delivers CBRN Training Systems to Swedish Armed Forces

Britain’s Argon Electronics has completed delivery of a variety of CBRN training simulators to the Swedish armed forces as part of an upgrade to simulators the company delivered in 2008 and for deployment at a multinational CBRN exercise hosted by the Swedish armed forces. “This contract demonstrates how effectively our simulators can contribute towards an organization’s CBRN training,” says Steven Pike, managing director of Argon Electronics. “It also validates our strategy of ensuring that simulators previously delivered a number of years ago can be upgraded to function with PlumeSIM to provide a truly comprehensive CBRN simulation capability.”
