MCR Federal on $48M DHS Cost Analysis Services Contract

MCR Federal, LLC, says it has won a spot on the Department of Homeland Security Cost Analysis Division’s Specialized Cost Services Blanket Purchase Agreement that has a shared ceiling value of $48 million over five years. MCR will provide cost estimation and analysis services across the entire department. The company will help DHS’s Cost Analysis Division in its goals to increase cost estimating accuracy while decreasing the time required to develop acquisition program life-cycle costs estimates. MCR’s teammates include LogApps, Galorath, Reed Integration, and Guidehouse.

Smiths Detection Provides Automated Screening Lanes to Danish Airport

Smiths Detection says its local distributor Houlberg Instrumentering A/S is supplying Denmark’s Aalborg Airport with new automated checkpoint screening lanes and is upgrading HI-SCAN 6040aTiX scanners to enable passengers to leave electronics in their carry-on bags. The iLane.evo checkpoint lanes feature multiple divestment stations and extended reclaim areas to handle three passengers simultaneously, automatic divert of suspect bags for secondary screening, and automated tray returns. An on-site software upgrade to the HI-SCAN 6040 aTiX systems allows passengers to leave their personal electronics in their bags for screening. “We no longer need random trace-detector searches which is a major security improvement for both passengers and operators,” says Soren Bjerg, head of security at the airport. In early 2019, the new checkpoint lanes will be networked with the Checkpoint.evo platform.

DHS Awards E3 Federal $7M for HSPD-12 Support

E3 Federal Solutions, LLC has received a potential $6.5 million contract from the Department of Homeland Security to continue to provide Homeland Security Presidential Directive (HSPD)-12 program and card management services. The award has a six month base period worth $3.2 million and two three-month options worth $1.7 million each. The follow-on award will allow DHS time to complete a department-wide HSPD-12 strategic sourcing vehicle.

PAE Selected to Participate in DHS UAS Border Security Effort

PAE says its PAE ISR division has been selected by the Department of Homeland Security Science and Technology branch to participate in the Robotic Aircraft Sensor Program-Borders (RASP-B) and will provide its Resolute Eagle unmanned aircraft system (UAS) system to help S&T collect data on the system’s capabilities. S&T is looking for UAS with different sensors that can be useful in search and rescue, reconnaissance, active shooter response, hostage rescue, and other border and critical infrastructure security scenarios. “This is a unique opportunity to demonstrate the Resolute Eagle’s capabilities against a wide-variety of scenarios,” says Joe Sartiano, PAE ISR chief operating officer. The RASP-B program will focus mainly on border security and law enforcement capabilities and provide training opportunities for border security operators to assess UAS and sensor supplier systems under typical mission scenarios. Testing will occur at Camp Shelby in Mississippi.

DHS S&T, Dutch Partners Award $3M for Cyber Security R&D

The Department of Homeland Security Science and Technology (S&T) branch and its counterparts in the Netherlands have awarded a total of $2.5 million in collaborative cyber security research and development contracts to five U.S.-Dutch research teams. Awards were made to the following teams: New York Univ. and Delft Univ. of Technology, Delft to design and create a prototype to implement Distributed Denial of Service countermeasures and remediation for in-home networks and Internet of Things devices; Univ. of Southern Calif. Information Sciences Institute and the Univ. of Twente, Enschede to define a framework to counter the IoT DDoS threat by creating tools to reconfigure capabilities in Domain Name Systems servers and content delivery networks; Univ. of Calif., San Diego and Univ. of Twente, Enschede to analyze the DDoS attacks focused on exploitation of DNS; Univ. of Texas at Dallas and Technische Universiteit Eindhoven to create new tools, algorithms, and software to improve the situational awareness of security analysts for industrial control systems; and Univ. of Calif., Santa Barbara and Vrije Universiteit Amsterdam to develop a methodology for making patching decision for ICS software. DHS S&T provided $1.25 million in funding and the Netherlands Organization for Scientific Research and the Dutch Justice Ministry’s National Cyber Security Center provided an equivalent amount in Euros.
